The city of Mandi is on the brink of a technological revolution in water management. The upcoming launch of the Him Jaldoot Mandi mobile app promises to transform how residents interact with and manage their water supply and sewerage systems. This digital initiative is part of a broader effort to enhance transparency, accountability, and service efficiency in Mandi’s water infrastructure.
Scheduled for implementation after the monsoon season, the app will connect approximately 10,900 consumers across all 13 wards of the Mandi municipal corporation. Deputy Chief Minister Mukesh Agnihotri, who oversees the Jal Shakti Department emphasized the government’s commitment to leveraging technology for improved water quality and service delivery. The app is designed to make the water supply system more consumer-centric and accountable, setting a precedent for other regions in the state.

The Him Jaldoot Mandi app is packed with features aimed at empowering consumers and streamlining water management. One of its standout capabilities is providing real-time updates on water quality. Residents can check the chlorine levelpH value and turbidity of their drinking water directly from their homes. This feature ensures that consumers have immediate access to critical information about the quality of water in their area.
In addition to water quality monitoring, the app offers a comprehensive water supply schedule and current status updates for each area. Consumers will receive important notifications and updates about water supply through mobile alerts, ensuring they are always informed about any changes or issues. Geo-Tagging for Efficient Complaint Resolution
One of the most innovative aspects of the Him Jaldoot app is its geo-tagging feature for complaint registration. Residents can report issues such as broken water pipelines, leaks, or sewerage problems by uploading photographs along with the geo-tagged location of the issue. This feature enables departmental employees to quickly identify the exact location of the problem, allowing for faster resolution. Consumers can also track the live status of their complaints, including the actions taken for redressal and the stage of the resolution process. Online Monitoring of Water Supply Workers
The app includes a special system for monitoring the water supply network. Senior officials can check the availability of water in designated tanks online. When a Jal Rakshak (water supply worker) reaches a sluice valve to supply water, the app automatically verifies the geo-location of both the worker and the valve. If the worker is not at the designated location, the app will not allow the valve-opening status to be recorded. Once the valve is opened, consumers in the affected area will receive a notification on their mobile phones, informing them that the water supply has been released. This feature ensures that water supply operations are conducted efficiently and transparently.
Public Access and Complaint Registration
Another notable feature of the Him Jaldoot app is its accessibility to the general public. While registered consumers can use the app for personalized services, the general public can also register complaints as ‘guest users’. Citizens can report issues such as water wastage, pipeline leaks, or sewerage problems in public places, along with photographs and the location of the issue. This inclusive approach ensures that everyone can contribute to maintaining the city’s water infrastructure.
Chandigarh’s Groundwater Challenges and Solutions
While Mandi is making strides in digital water management, Chandigarh faces its own set of challenges in groundwater sustainability. A comprehensive assessment by the Central Ground Water Board (CGWB) and the municipal corporation revealed that although Chandigarh’s groundwater extraction is currently in the ‘safe’ category, the city’s aquifers are under severe stress. The report, ‘Dynamic Groundwater Resources of Chandigarh-2026’, highlights the city’s dependence on artificial infrastructure and the fragility of its water status.
The report indicates that Chandigarh’s groundwater extraction stands at 67%, which is considered safe. However, this status is heavily dependent on artificial infrastructure and remains fragile. The city’s aquifers are grappling with long-term decadal depletion, severe geological imbalances, and a heavy reliance on rainfall for recharge. The report warns that the city’s seemingly secure water status is under constant threat from changing climate conditions and rapid urban sprawl.
Rainfall Deficits and Urbanization
Natural groundwater replenishment in Chandigarh is increasingly under siege from a changing climate and rapid urbanization. During the 2026-25 groundwater assessment year, Chandigarh recorded an 878.3 mm rainfall, a 13% deficit compared to the normal annual benchmark of 1009.7 mm. More than 80% of the city’s annual rainfall is compressed into just four monsoon months, making the water table highly sensitive to monsoon variability. This seasonal concentration exacerbates the city’s water management challenges.
Infrastructure Seepage and Waterlogging
In a surprising finding, the city’s aquifers are largely being kept afloat by infrastructure seepage rather than natural precipitation. Pipeline leakages from the urban water supply network have emerged as the single largest contributor to groundwater recharge, accounting for 39% of the annual total. This is much higher than natural rainfall, which contributes only 27%. Sewerage leakages also physically replenish the shallow aquifers, although this comes at a high environmental cost, as it contaminates groundwater resources with nitrate, threatening water quality.
The report highlights a severe hydrogeological imbalance between the city’s deep and shallow aquifer systems. The civic body exclusively taps the deeper aquifers for high-quality municipal drinking water, leading to severe over-extraction. In contrast, the shallow aquifers are left unpumped, causing them to overflow in some locations. This has triggered a chronic waterlogging crisis in Chandigarh’s western and southwestern sectors, including areas like Maloya, Dadumajra, and Palsora.
Long-Term Solutions and Recommendations
To address these challenges, the Central Groundwater Board recommends a conjunctive water-use strategy. The city should continue active pumping from the shallow southwestern aquifers to lower and manage the water table, even as piped surface water is expanded elsewhere. This approach aims to prevent further waterlogging and ensure sustainable water management. The board also warns against completely stopping localized groundwater extraction in the clay-heavy southwestern sectors, as this could exacerbate the waterlogging crisis.
Long-term data reveals that the majority of Chandigarh is undergoing a 0 to 2 meter decline in groundwater levels in both pre-monsoon and post-monsoon conditions. This indicates that the groundwater levels remain under mild, widespread stress. The necessity for caution is underscored by these long-term trends, highlighting the importance of sustainable water management practices.
