China’s high-tech industry is experiencing a significant transformation, with substantial investments pouring into sectors like artificial intelligencecommercial aerospace and eVTOLs. However, the question remains: are these investments truly driving economic growth, or are they merely policy-driven projects lacking commercial viability?
The country’s economic growth model has long been investment-driven, with capital expenditure accounting for around 40% of GDP since 2004. As traditional investment targets like real estate and infrastructure shrink, high-tech industries have emerged as new focal points. From January to July 2026, high-tech industry investment grew by 5.0%, with notable increases in information services (19.2%) and aerospace (12.3%).
High-Tech Investment Trends and Regional Strategies
Provinces across China are actively incorporating high-tech projects into their development plans. For instance, Jiangsu Province has identified 670 major provincial projects for 2026, with a significant portion dedicated to strategic emerging industries. Sichuan Province has scheduled 830 key provincial projects, with a focus on AI, the low-altitude economy, and aerospace. Yunnan Province has even more ambitious plans, with 1,677 provincial-level major projects and a total investment of RMB 2.57 trillion.
Despite these ambitious plans, the path from technological breakthroughs to scaled commercial application and profitability is often long and challenging. For example, LandSpace, a commercial space launch provider, reported operating revenue of only RMB 52.0963 million in 2025, while incurring a net loss of RMB 1.711 billion. This highlights the significant financial risks and long gestation periods associated with high-tech industries.
The Challenges of Commercializing High-Tech Innovations
The commercialization of high-tech innovations presents several challenges. Industries like commercial space, foundation models, and eVTOLs require long cycles of development in areas such as chips, power, airspace, and certification. Moreover, the commercial viability of these technologies is often uncertain, as demonstrated by the financial performance of companies like LandSpace and SenseTime.
SenseTime, a leading AI company, reported a loss of RMB 1.8 billion, while EHang, an eVTOL manufacturer, sold only RMB 418 million in products and remained in the red. These examples underscore the need for a more nuanced understanding of the economic impact of high-tech investments and the importance of fostering a supportive ecosystem for innovation.
The Role of Policy and Infrastructure in High-Tech Development
The Chinese government is playing a crucial role in driving high-tech development through policy initiatives and infrastructure investments. High-tech industries are being ‘infrastructure-ized,’ with policy directives, parks, and debt financing taking precedence over market demand. This approach, however, raises concerns about the sustainability of these investments and the potential for financial risks.
Kung Chan, the founder of ANBOUND, warns that this strategy may recycle old leverage in a tech wrapper, potentially dumping losses on the fiscal and banking system. To ensure the long-term success of high-tech industries, it is essential to focus on profit generation and demand creation, rather than merely expanding project lists and relying on state-owned enterprise credit.
By addressing these issues and fostering a supportive ecosystem for innovation, China can unlock the full potential of its high-tech investments and drive sustainable economic growth.
